Vi pekade p\u00e5 tv\u00e5 parallella riktningar i den prestationsbaserade styrningen p\u00e5 institutionsniv\u00e5; en instrumentaliserande och en som st\u00f6djer utvecklandet av det vi kallar &#8217;akademiskt medborgarskap&#8217;. Stora delar av de aktuella styrmodellerna har en instrumentaliserande verkan; de f\u00f6rst\u00e4rker tendensen till individualism, karri\u00e4rism och kortsiktig nyckeltalsstyrning och g\u00f6r att akt\u00f6rer p\u00e5 alla niv\u00e5er alltmer agerar utifr\u00e5n egennytta.
